In the global MIDI monitor window if the sending instance this can be seen

In the global MIDI monitor of the 2nd GP instance I see this incoming MIDI message

So is that by design, that Incoming Note On messages with velocity 0 are interpreted as Note Off messages with velocity 64?

Yeah, when we did it, it seemed reasonable to use use an “average” release time, hence 64
