CC32 and CC 0 are reserved for bank switching and so never goes to into GP or your plugin so you should change the CC32 on your FCB-1010 to something else
Also, rather than sending MIDI messages directly to your plugin, use host automation instead.

The Tonex requires CC 32 to enable modulation and CC 33 to select the chorus; for the flanger, it requires both CC 32 and CC 33.
I’d like to have two buttons in Gig that turn on when I press the FCB-1010.
To be clear, you’re looking to have two widgets in GP that are triggered from your FCB-1010, and in turn triggering those widgets sends out CC32 and CC33 respectively to your Tonex pedal. Is that correct?

CC 32 with a value of 0/127 turns off/on the Mod
CC 33 with a value of 000 selects Chorus
CC 33 with a value of 003 selects Flanger
