That is absolutely correct.
You should avoid using Midi IN omni and use of Rig Manager is highl recommended.
It is not strange, it is only that your FCB is also included in the MIDI in Omni, because “Omni” means every MIDI in. That’s why you need to block both it at both location. Furthermore, it is not very good because, each MIDI message from the FCB is thus sent twice to the plugin. As suggested by @rank13, it is usually better to avoid to use MIDI in Omni and use one separate MIDI in per controller.
