HELP! GP not starting!

I need help urgently. I have somehow messed up my laptop where GP is installed.
This happened (I think) for one of two reasons:

  1. either because I removed files/apps/programs because I wanted to optimize performance, but did not know what I was doing, or
  2. I told GP to search for plug-ins, in all of C: instead of only the plug-in folders, and I think that is where something may have gone wrong. Now, when I start up GP, it tries to search all of C: for plug-ins. See screenshot. Any help for quick fix would be highly appreciated. Would like to avoid to re-install Windows and all programs…

Continuation of my question:
Would it be possible to start GP without scanning for plug-ins on the start-up? If so, then I could maybe go into the plug-in manager and change
