It is not free.
However, if you are a GP 5 customer (and I see you are), you already have all the features in the full version. 
Of course, your other band members (vocalist, etc.) can have it for $59. Which is more than a good price for the value.

I’m not sure why one would expect this to be free. It’s a separate product with a separate single-user license.

Essentials is announced to offer 1.000 free sounds. Where are those in GP full?
Sounds are not a feature of GP.
