As long as we do not have it, all is just speculation.

midi out is novation impulse midi out
It is not in the gig file you uploaded.
And the message in your screenshot is way longer than you posted as message.
And, Please make screenshots on your computer and upload.
Such a handy photo is not really readable.
AND: You did not remote the F0 at the beginning and the F7 at the end, like the dialog clearly shows at the beginning.
So your Sysex Message cannot be interpreted by your novation.
@simusix2 as @pianopaul explained: you need to remove the leading and trailing F0/F7 in the Edit Window (look at my initial screenshot, GP states this in yellow 
)
And you need to enable MIDI out at the bottom of the Global MIDI Monitor window, if you want to see outgoing MIDI messages

I can’t find any sysex implementation for novation impulse 61- but I can make the patch names change from gp- but I have to send full patch data every time
Seems to be fast enough changing
I can’t say I’ve read every comment in this thread…. But do you have a sound card/audio interface with midi out?
I run with a computer completely headless and all my patches on my keyboard are set by GP. I just use a midi out block set to channel 2 and my keyboard is set to channel 2. The midi out block has the program change button set and the program I want per rackspace. I’ve never had to program any sysex.
