On my external keyboard, I’m sending program changes to activate rackspaces. But when I’m working in setlist mode, I don’t want GP to responds to these program changes. It seems that GP automatically attaches a PC to each song. Or am I missing something?
Is there a way to deactivate the PC in setlist mode?

No automatic way — but several possibilities
In your songs, turn on “Assign program change number” for each part and change the bank to some other number
When you want to use setlists, go to options and either disable program changes or enable “Only accept program changes on a specific channel” and either change the channel here, or, when you’re in setlist mode, change the channel that your keyboard uses for program changes.
